STIR TOGETHER the flour and milk in a large bowl. Melt ¼ cup of the butter and whisk it into the batter with the salt, then whisk in the egg yolks. BEAT THE EGG WHITES with the sugar in a separate bowl until firm and glossy, then gently fold them into the batter. HEAT THE REMAINING ¼ cup butter in a 12-inch cast iron skillet. Carefully pour in the batter and scatter the raisins evenly over it. Bake the pancake in the preheated oven until puffed and golden, 20 to 25 minutes. Using two forks, tear the pancake into serving pieces and arrange on individual plates.

FOR THE APPLE FILLING, melt the butter in a large skillet, add the apple slices, and cook, stirring, until they are well coated in butter, 1 to 2 minutes. Add the water, sugar, and cinnamon and continue cooking, uncovered, until the apples are tender but not mushy, 12 to 15 minutes longer. The sauce should be syrupy; add a little more water if needed. TO ASSEMBLE THE CREPES, reheat them, if necessary, in the oven on low heat. Place some of the apple slices down the center of each crepe and roll it up.

Meanwhile, stir together the powdered sugar and orange juice for the glaze. When the cinnamon buns come from the oven, drizzle the glaze over them and let cool slightly in the pan. Serve warm.
